(See former post for more details) Apple is yet to release an official report on its Activation Server's issues. Restoring your iPod or iPad again will not work as of the writing of this post. This issue affects most iPod and iPad users who upgrade, activate, or restore their operating system to iOS 4.3.3. This applies to all generations of iPod and iPad, and calling tech support from Apple will lead to an appointment at your local Apple Store.
